Meet Your Leaders
Frances Smith, Ed.D. - President
Frances Smith, Ed.D., is beginning her third year as president of Cy Fair TSTA/NEA. A native of Iowa, she has taught in Iowa, Wyoming, Oklahoma, for the Dept. of Defense in Germany, for Region IV, in the College of Education at the University of Houston, and the last 14 years in Cy Fair ISD. She presently teaches senior English at Cy Ridge High School and enjoys reading about and teaching British literature. She has always been a member of an NEA affiliate wherever she has taught and previously was the vice-president of the Cy Fair chapter. She has attended the Critical Issues Conferences, all region and state conventions, the June Leadership Conference, and most recently, the national NEA convention in Los Angeles. Her goal is to support educators and education support personnel in Cy Fair, so they can assist students in reaching their potential.
Margaret Brown - Vice President of Membership
Margaret Brown teaches special education/science at Cy Creek High School, has taught in Cy Fair ISD for 21 years, and has been a TSTA member for 34 years. She has demonstrated her leadership by being on the Cy Creek Cougar Pulse committee, is the A(ssociation) R(epresentative) at Cy Creek for the last four years and has recruited many new members for TSTA. She has attended numerous region and state conferences and most recently participated in the June Leadership Conference held in Austin. Margaret tirelessly serves on committees and helps in every way that she can.
Roy Kemble - Vice President for Legislation
Roy Kemble currently teaches seventh grade mathematics at Cook Middle School. He has been teaching since 1988, has taught in Cy Fair ISD for five years, and has been a member of TSTA for 15 years. During this time he has served as an association representative, treasurer, and as president of the Classroom Teachers of Dallas, a full time position. During that time CTD increased its membership by 400 members. Roy has been a delegate to the state House of Delegates thirteen times and a delegate to the national Representative Assembly nine times. He currently is a member of the state Legislative and Political Action Committee, for which he has served for over eight years.
Mariann Barra - Treasurer
Mariann Barra, treasurer, was a "Valley Girl," (a Rio Grande Valley girl) when that wasn't "cool." She graduated from Brownsville High School when it was the only high school, and now there are many more. She graduated from North Texas State University with a degree in English and a permanent teaching certificate which enabled her to earn a whopping $3,200 her first year of teaching. She taught five years and then took a 30 year "break" to marry and raise four children. In 1999 she returned to teaching at Cy Springs, taught there for five years and transferred to Cy Ridge a year ago and taught senior English. This year she is the Director of Instruction Helping Teacher. She has always been a member of TSTA and has appreciated NEA and TSTA as a focused-on-education group whose priorities are always to her benefit.
April Lemmon - Secretary
April Lemmon, a native of Alabama, is a graduate of Clear Lake High School and is currently serving as Cy Fair's secretary and is currently a fourth grade math and science teacher at Bane Elementary. She is a veteran teacher of 22 years and has taught for the last 10 years in Cy Fair. Previously, she taught in Deer Park and Alief ISD. She was active in the Alief chapter of TSTA and this is the first time she has been an officer in the association.
Randy Johnston - Organizing Specialist for the Cy Fair TSTA/NEA local
After serving 10 years in the U. S. Navy, Randy received his elementary certification in 1994 and taught third grade in Memphis, Tennessee. He began union work as a first year teacher and never looked back. After receiving his M.A. in curriculum and instruction, he moved to Georgia and taught fourth grade and was a grade chair in DeKalb County. He served as the secretary and the chair of the Legislative/Political Action committee for over three years for the Organization of DeKalb Educators (ODE), which became the NEA's fasting growing local, where the membership grew from 500 to 4,000. From there, he was selected as one of 13 NEA members to the NEA Minority Intern Program, one of the NEA's most prestigious and intensive training programs. This five month intensive program takes place in Washington D.C., at NEA's headquarters and also features a three month internship at one of NEA's local affiliates. In the summer of 2004, Randy became an Organizing Specialist for TSTA/NEA locals, Alief Education Association, Cy Fair TSTA/NEA, and TSTA Katy.
